Understanding the New Aesthetic Legislation Changes in the UK

Talk to the team

New legislation is on the way that will reshape how non-surgical cosmetic procedures are delivered in England. The aim? To make treatments safer for patients and more accountable for providers. At Changes Clinic, we’re fully aligned with these goals and committed to staying ahead of regulatory updates.  All our practitioners are trained, qualified and insured to deliver the treatment you receive.  We only use Nurse Prescribers, doctors or surgeons to deliver minor surgical treatments.  We are also registered with the CQC and at our last audit received the rating “GOOD”.

Here’s what you need to know about the upcoming changes and how they could affect your treatments.

What’s Changing in the Aesthetics Industry?

The Health and Care Act 2022 gives the Government new powers to introduce a licensing scheme for non-surgical cosmetic procedures in England. It is illegal to carry out certain aesthetic treatments without a valid licence.

The key purpose is public safety: to reduce the risk of harm from poorly performed or unregulated treatments.

What’s Unique at Changes?

  • All our staff are trained, qualified & insured to carry out treatment.
  • Our injectables are delivered by Nurse Prescribers NOT non medics.
  • Our minor surgical treatments are delivered by surgeons or doctors with support from registered nurses.
  • We are CQC registered so are regulated and audited and have been for the past 12 years.

What Counts as a Non-Surgical Cosmetic Procedure?

Under the Act, a “cosmetic procedure” includes:
Injecting a substance (e.g. fillers, toxins)

  • Applying a substance that penetrates the skin
  • Inserting needles (e.g. microneedling)
  • Placing threads under the skin
  • Using light, electricity, cold or heat for cosmetic purposes

These treatments fall under the scope of future licensing requirements.

Who Can Perform These Procedures?

Currently, both medically and non-medically trained professionals can carry out aesthetic procedures. However, the new rules will require all practitioners to meet a national minimum standard of training, education, and skill. This standard hasn’t been confirmed yet but will be key to qualifying for a licence.

What Qualifications Will Be Needed?

The Government intends to consult on a mandatory training and education standard. Until then, the exact qualifications required remain unknown. Rest assured, Changes Clinic will continue to meet and exceed all evolving requirements.

Will Clinics Need to Be Inspected?

Yes. The new licensing scheme will include inspections of both practitioners and the premises where treatments are performed. Clinics must meet defined safety and quality standards before being granted a licence.

What About Prescriptions for Aesthetic Treatments?

From 1 June 2025, all nursing and midwifery prescribers will be legally required to conduct in-person consultations before prescribing injectable cosmetic products. This includes anti-wrinkle injections and emergency medications.
This change is designed to ensure more accurate assessments and safer prescribing practices.

What This Means for You at Changes Clinic – just to recap:

As a regulated and patient-focused clinic, we already:

Questions to Ask Before Any Aesthetic Treatment

To stay safe, always check:

  • Is the practitioner licensed and insured
  • Have you had an in-person consultation if your treatment involves prescription-only medicines?
  • Are you being treated in a registered, hygienic clinic?
